Malicious actors used AI deepfake technology to create a fraudulent video impersonating Albanian cardiologist Spiro Qirko and journalist Ilir Topi to illegally promote an unauthorized hypertension medication called 'Hyper Caps'.
A fraudulent Facebook page called 'Dr. Spiro Qirko' published AI-generated deepfake videos impersonating Albanian cardiologist Spiro Qirko and journalist Ilir Topi. The fake interview video promoted an unauthorized medication called 'Hyper Caps' claiming it could completely cure hypertension. Analysis by HIVE Moderation platform confirmed with 96.4% accuracy that both the video and audio were generated using AI deepfake technology. Both the real Dr. Qirko and journalist Topi denied any involvement and confirmed they had never participated in such content. Dr. Qirko called it a 'very ugly fraud' and stated he had never recommended herbal medicines for treating hypertension. The promoted product 'Hyper Caps' was found to lack Marketing Authorization from the Kosovo Agency for Medical Products and Devices (AKPPM), making its sale illegal in Kosovo according to Article 16 of the Law on Medical Products and Devices. The fraudulent content was distributed through paid Facebook advertising campaigns targeting Albanian-speaking audiences.
