Following the devastating Maui wildfires in August 2023, Chinese information warfare operatives launched a coordinated disinformation campaign across multiple social media platforms. The campaign falsely claimed that the wildfires were not natural disasters but were caused by a secret U.S. 'weather weapon' being tested by American intelligence agencies and the military. To enhance credibility, the posts included AI-generated photographs that appeared authentic. Researchers from Microsoft, Recorded Future, RAND Corporation, NewsGuard, and the University of Maryland identified this as among the first disinformation campaigns to use AI-generated images to bolster false narratives. The campaign operated across 85 social media accounts and blogs, posting content in 31 languages including French, German, Italian, Igbo, Odia, and Guarani, suggesting a global audience was targeted. The posts appeared on Facebook, Twitter, YouTube, Pinterest, Tumblr, Medium, and other platforms. Microsoft researchers identified AI-generated images that were exclusively used by Chinese accounts and appeared nowhere else online. The campaign echoed and amplified existing conspiracy theories from U.S. extremists and white supremacists. While the campaign's direct impact was limited with only 564 total interactions across platforms, it represented a new phase in Chinese influence operations, moving beyond traditional Taiwan-focused propaganda to sowing discord within the United States.
