AI-Generated Deepfakes Reportedly Derailed Political Career of Florida Official

In February 2021, Sabrina Javellana, a 21-year-old city commissioner in Hallandale Beach, Florida, discovered that AI-generated deepfake pornographic images of her had been created and shared on the forum site 4chan. The deepfakes used her social media photos, particularly a 2015 Instagram selfie, and manipulated them to create explicit images that appeared authentic. The images were accompanied by misogynistic comments and threats of sexual violence from forum users. Javellana experienced significant psychological distress, became fearful for her safety, and changed her behavior both personally and professionally. She sought help from law enforcement and lawyers but was told there were no applicable laws at the time. The harassment escalated when she testified in support of Florida Senate Bill 1798 in February 2022, leading to the exposure of her personal information and harassment of her family. The bill was signed into law by Governor Ron DeSantis in June 2022, making Florida one of five states with laws against deepfake distribution. However, new deepfake images continued to appear as late as October 2023, and Javellana ultimately decided against pursuing legal action due to the costs and limitations of the law. The incident contributed to her decision not to seek re-election to the city commission.
