Operation Overload is a persistent Russia-aligned influence campaign that operates across multiple platforms including X, Telegram, and Bluesky. Between January and March 2025, the operation posted at least 135 pieces of content targeting 10 countries, with particular focus on Germany, France, and Ukraine. The campaign used AI technology to create fake news videos by manipulating voices of journalists, professors, and police officers, while appropriating logos from over 80 organizations including media outlets, universities, and law enforcement agencies. Most notably, the operation created a fake video purporting to be from E!News that falsely claimed USAID paid millions to celebrities like Angelina Jolie, Sean Penn, and Ben Stiller to visit Ukraine. This video was amplified by Elon Musk and Donald Trump Jr., ultimately reaching over 4.2 million views. While most of the operation's content received limited organic engagement and relied on bot networks for likes and shares, this single viral success demonstrated the potential impact of AI-generated disinformation. The campaign's narratives focused on undermining NATO support for Ukraine, disrupting democratic processes, and creating political chaos in target countries.
